Proposal Development Consultants, LLC is currently partnering with a well established large government contractor, currently located in the Washington, DC area, on a position for a proposal manager.  Strong candidates will bring PROVEN and RECENT experience managing large solution based technical bids within the Satellite communications, satellite sensing or satellite imaging space.  This is a rare opportunity to join a strong and reputable company with impressive benefits.

The proposal manager will help to ensure the pursuit and successful capture of long cycle, often technically complex business opportunities. This position will provide support to the marketing and strategy management team as well as sales and business development and other stakeholders. The successful candidate will have a demonstrated ability to create and execute a campaign around the company's high priority opportunities by defining resources, identifying technologies and partners, defining milestones, and keeping all of the company's key stakeholders well-informed as the opportunity proceeds through the pipeline capture gates. The successful candidate will possess the highest sense of urgency, business acumen, and a willingness and ability to interact with a range of customer and partner contacts - from engineering to commercial to management.  Work will take place in a fast-paced environment with numerous concurrent demands.
 
Proposal Manager Responsibilities:
  • Work in a team environment
  • Review outlines, storyboards, text, and graphics for clarity, conformance, consistency, and completeness
  • Track, research and summarize opportunities, upcoming opportunities in GovWin, FedBizOpps for bid/no-bid meetings
  • Active leadership of all proposal efforts – from tracking, planning and orchestrating activities, to generating and harmonizing content through production and submittal of all company responses
  • Scheduling, planning and coordination of resources across engineering, sales, contracts, and finance in support of opportunities - to include Sources-Sought, RFIs, RFPs
  • Identify internal and external resources required for project success
  • Maintain a thorough understanding of company products, services and pricing
 
Proposal Manager Requirements:
  • Bachelor's degree required, with seven years of experience showing progressive responsibilities
  • Three years of Proposal Management experience in a solutions-focused company is desired; experience within the satellite and communications industry a plus; experience of responding to government contract solicitations preferred
  • Specific experience on leading complex proposals in response to RFIs, RFPs, and RFQs required
  • Comprehensive organizational, written, and oral communication skills required
  • Must possess strong analytical skills and business acumen to make sound management decisions/ recommendations
  • Ability to work in a fast-paced, team environment and handle several multiple complex projects at once
  • Current Security clearance desirable
  • Familiarity with the satellite and communications industry, technology, community and market is preferred
  • Must have the ability to obtain and maintain a US Government security clearance to at least the Secret level
  • Proven ability to lead cross-functional teams
  • Must be able to perform business case analysis, and understand pricing strategies
  • Ability to use Microsoft Word to create, edit, and publish routine documents; Microsoft Project to plan and manage large, complex capture and proposal efforts, and Microsoft PowerPoint to develop presentations
  • Ability to translate and communicate technical and business concepts to technical and business audiences
  • Excellent written and verbal communication and presentation skills; Ability to synthesize material in support of executive level presentations focused on strategic direction, decisions and actions
  • Shipley or equivalent Proposal Management Professional Certification
